After much deliberation, the General Assembly has passed a two-year $82 billion budget that cuts spending on education, health care and public safety to bridge a $4 billion shortfall. The president will refuse to make fund-raising visits during November elections to any district whose representative has not backed the bill. A one-night presidential appearance can bring in hundreds of thousands of dollars in funds which would otherwise take months to accumulate through cold-calling by campaign volunteers. Mr Obama's threat came as the year-long debate over his signature domestic policy entered its final week.

At the same time, Obama intends to lobby wavering House Democrats to vote for a Senate version of the legislation and to support the subsequent reconciliation process, which Republicans have characterized as an unjustified use of majority power. I am sure Governors Creigh Deeds and Jon Corzine as well as US Senator Martha Coakley were very, very gratefull for Barack Obama campaigning for them.

The budget the General Assembly passed Sunday doesn't include an amendment introduced by Del. Rob Bell, R-Albemarle County, that would have shifted funding from Charlottesville to Albemarle schools to account for the jurisdictions' revenue-sharing agreement. The amendment would have taken effect July 1 and re-routed $2.8 million in its first year. Sen. R. Creigh Deeds, D-Bath, confirmed the provision was stricken from the budget.
